Often, to accomplish a desired presentation of a drawing, we've stacked two or more layers of Viewports (VPs) on top of each other. It's sometimes difficult to select the VP you want to edit.
Try this:
1) Turn on the NonPlot class. (You may want to set up Saved Views to be able to toggle this class visible/invisible.)
2) In Annotations, place a VP identifier (we use fairly large letters "A", "B", "C", etc.) along one side as tabs. Assign the identifier to the NonPlot class.
In other words, the first VP might have a large "A" placed in the top, left corner, away from the drawing. Copy the first identifier, exit the first VP. In the second VP, Paste in Place the first identifier, move it down (or to the side) far enough that it doesn't overlap the first, change it (ie, from "A" to "B").
3) Group the stack of VP's together.
The group can now be moved about on the Sheet as needed. After entering the group, an individual VP can be selected by clicking on its identifier "tab".
Don't worry if the indentifier tabs overlap a neighboring group, because you're not going to forget to toggle the NonPlot class back off before you plot!

Good luck,
