[Scaling problems with PDF files]

When I export a drawing to a PDF file , go to print or open the PDF file it out it seems to be out of scale roughly by 98% (PDF document/ page size is 24.50" x 18.32" for ARCHC) as well as an additional lightweight border margin outside of the drawing border along the edge of the sheet. Need help.
