I've just installed VW2008 and cannot get my mouse scroll wheel to work on zoom either.
Windows XP, LOGITEC MX1000 cordless mouse, dual monitor set-up.

AS you suggested, shifted VW2008 to main monitor and the mouse scroll wheel works!
