@Ion I checked my Document Preferences and it was already unchecked. When I clicked on edit constraints, after selecting all the dimensions, it said "these items do not have any parametric constraints".

@NeilB Yes, I added them to the annotations space of the viewport. Unfortunately I am not able to post the file here. @Ion I am using Vectorworks 2016. Where is the option to turn off auto associate or remove constraints?

I added dimensions to the annotation layer and everything works fine. However, when myself or my coworker open the file again some dimensions have moved and rotated themselves. Normally we draw them in the design layer but for this file we have different sheets. Each sheet shows the same layer except that they are at different scales and it is rotated. Therefore, I added the dimensions on the annotation layer.
