When creating your editable worksheet, include the field "altchan" (near the bottom of the list) and sort by that field. Apparently, VectorWorks automatically writes your channel info into this field but sorts it differently, such that your channels will show up as 1,2,3,4,5 as opposed to 1, 10, 11, etc

I had a similar problem. Before creating any label legends, try setting LAYER SCALE to something appropriate (1/4" or 1/2") and then set TEXT SIZE to something appropriate (10 pt). This worked for me. Good Luck!
