4' Difference in Elevation on Same Floor Elevation

Yes, the upper portion above the pipe chase is 4' higher than the lower portion, including the Lobby. A101.pdf elevations are not drawn correctly. The left side should be 4' higher than the right side. A201.pdf -
I can't seem to get my walls to show in elevation at the different elevations. I have a floor that has a section at one side that is 4' below the other side. I have used the wall offset top and bottom, but it doesn't seem to affect my elevations.

Why can't I snap to a point any more. I'm using VW Architect 2017.
